Zyus Life Sciences Inc.
- Application was received for the rezoning and discretionary use for a commercial development on the NE 15-38-03-W3. The development will be for the warehousing and potential research facilities related to cannabis and cannabinoid research.
- First reading was done June 11th, 2020.
- Public Hearing was held July 9th, 2020 at the RM Office.
- On July 9th, 2020, application was approved subject to the following conditions:
- Entering into and executing a servicing agreement with the RM of Aberdeen No. 373
- An approved Traffic Impact Assessment and development permit from the Ministry of Highways and Infrastructure.
- An approved drainage plan and aquatic habitat permit from the Water Security Agency.
- Any and all legal cost incurred by the Municipality as a result of executing agreements with the applicant will be the sole responsibility of the applicant.
- The approval of Bylaw 2020-04 by the Ministry of Government Relations Community Planning Branch.
- Any building construction being subject to building permit applications and approvals through the RM of Aberdeen Development Officer.
- Any proposed facility to be approved under federal and provincial regulations.
- An application retainer of $50,000 be provided to the RM for potential legal and engineering service costs.
- Council is still in negotiations for the servicing agreement.
Pinnacle Ridge Estates - Development Application - 3rd Application
- Application was received for a residential development.
- First reading was done.
- Public Hearing was held May 10th, 2018 at the Aberdeen Community Hall.
- Second
reading was done on July 12th, 2018. Council then started negotiations for the servicing agreement with Pinnacle Ridge.
- On June 13th, 2019, Motion was lost to amend the Zoning Bylaw & Official Community Plan to allow
for the Residential Development. The development was not approved.
Pinnacle Ridge Estates and Golf Course - 2nd Application
- Application was received for a Golf
Course/Residential Development.
- On August 10th, 2017, Motion was lost
to re-zone the land to allow a Golf Course/Residential Development. The development was not approved.

- Public Notice of Intent to
Amend The Zoning Bylaw and Official Community Plan to allow for a Golf Course and Residential Development was mailed out to all land owners within 1.5 mile radius of the affected area and published in the Clark's Crossing Gazette in the July 16th & 23rd, 2015 editions.
- Public Hearing was held August 10th, 2015 at the Aberdeen Community Hall
- Decision was made at the August 13th Regular Council Meeting to table all further decisions/discussions regarding this development until the RM council has consulted with the RM's Solicitor and Engineers.
- On September 15th, 2015, Council passed the second reading. Council then started negotiations for the servicing agreement with Pinnacle Ridge.
- On July 7th, 2016, Motion was lost to amend the Zoning Bylaw & Official Community Plan to allow
for the Golf Course/Residential Development. The development was not approved.
Discretionary Use Applications
Saskatoon Wildlife Federation
- Discretionary Use Permit Application was received on September 29th, 2020 from Saskatoon Wildlife Federation to operate a gun range.
- Notice of the application and date of public hearing was sent out to all land owners
within a 1.5 mile radius on October 1st, 2020.
- Public Hearing was held on November 12th, 2020 at 10:00am at the RM Office at 101 Industrial Drive in the Town of Aberdeen.
- On November 12th, 2020, Council approved the Discretionary Use Application subject to the following conditions:
- Hours of operation being 9:00am to 9:00pm Monday through Saturday, and 10:00am to 6:00pm on Sunday.
Lonesome Prairie Sand & Gravel
- Discretionary Use Permit Application was received in March 2020 to operate a Gravel Pit/crush aggregate.
- Notice of the application and date of public hearing was sent out to all land owners
within a 1 mile radius on April 8th, 2020.
- Public Hearing was held May 14th, 2020 at 10:00am at the RM Office at 101 Industrial Drive in the Town of Aberdeen.
- On May 14th, 2020, Council approved the Discretionary Use Application subject to the following conditions:
- the development permit shall be valid for a period of 24 months, a request for extension shall be submitted at least one month prior to the expiry of the development permit.
- Lonesome Prairie Sand and Gravel must enter into a road maintenance agreement with the RM.
- Any machinery required for the creation or mixture of asphalt shall be permitted on site until May 14th, 2021, a request for extension shall be submitted to Council for consideration by April 14th, 2021.
- Any subcontracting parties are subject to the terms, restrictions and requirements of the road maintenance agreement, unless the RM has entered into agreement with the subcontracting party.
- Hauling shall not occur during inclement weather.
- The RM reserves the right to rescind the development permit should any of the requirements not be met.
Pavement Scientific (PSI)
- Discretionary Use Permit Application received August
2019 to continue operating a gravel pit/crushing aggregate, recycling concrete, asphalt pavement, C & D processing.
- Notice of the application and date of public hearing was sent out to all land owners within a 1.5 mile radius.
- Public Hearing was held October 10th, 2019 at 10:00am at the RM Office at 101 Industrial Drive in the Town of Aberdeen.
- On October 10th, 2019, Council approved the Discretionary Use Application subject to the following conditions:
- Permit is valid for one year.
- Hours of operation for the yard will be from 8:00am to 5:00pm /Monday to
Friday/ No processing on Saturday, Sunday or Statutory Holidays. - Road Haul Agreement signed each year with tonnages report to the Municipality by December 15th.
- No hauling during spring road bans and if road is soft after a rain.
- All trucks must be tarped.
- Trucks must not exceed 60 km/hr in the RM.
- Hauling is not permitted after 6:00pm.
- Spot checks may be done during operations by the RM Bylaw Enforcement Officer, at the cost of PSI.
Potzus Paving
- Discretionary Use Permit Application received August
2018 to operate a landscape sand burrow on the SW 06-37-02-W3.
- Notice of the application and date of public hearing was sent out to all land owners within a 1.5 mile radius.
- Public Hearing was held February 15th, 2018 at 7:00pm at the RM Office at 101 Industrial Drive in the Town of Aberdeen.
- On February 15th, 2018, Council approved the Discretionary Use Application subject to the following conditions:
- Permit is valid for one year.
- Hours for hauling will be 7:00am to 7:00pm for the burrow /Monday to Saturday/ No processing or removal of material on Sunday or Statutory Holidays.
- Road Haul Agreement signed each year with tonnage reported to the municipality at end of year.
- No hauling during spring road bans and if road is soft after a rain.
- All trucks must be tarped.
- Trucks must not exceed 60 km/hr in the RM.

- Public Hearing was held on June 8th, 2017 at 2:00pm at the RM Office at 101 Industrial Drive in the Town of Aberdeen.
- On June 8th, 2017 Council approved the Discretionary Use Application subject to the following conditions:
- Application for a Development and/or Building Permit and to ensure that all Public Health Permits are obtained.
Agri Product Retail Business
- Discretionary Use Permit Application was received on May 5th, 2017 for an agri product retail business.
- Notice of the application and date of public hearing was sent out to all land owners
within a 1.5 mile radius on May 12th, 2017.
- Public Hearing was held on June 8th, 2017 at 11:00am at the RM Office at 101 Industrial Drive in the Town of Aberdeen.
- On June 8th, 2017 Council approved the Discretionary Use Application subject to the following conditions:
- Development Permit & Building Permit must be obtained before any development on the parcel is started.
- Business must be constructed on a section of higher elevation within the 1/4 section.
Ministry of Highways Gravel Crushing
- Discretionary Use Permit application was received on June 2nd, 2016 from The Ministry of Highways and Infrastructure for Gravel Pit Operations.
- Notice of the application and date of public hearing was sent out to all land owners
within a 1.5 mile radius on June 10th, 2016.
- Public Hearing was held on June 28th, 2016 at 6:30pm at the RM Office at 101 Industrial Drive in the Town of Aberdeen.
- On July 7th, 2016, Council approved the Discretionary Use Application subject to the following conditions:
- Permit is valid for three years.
- Hours of Operation will be from 8:00am to 10:00pm /Monday to Friday/ 8:00am to 4:00pm on Saturday. No processing on Sunday.
- Road Haul Agreement must be signed each year.
- Winter Haul only.
- Dust proofing if required, and all trucks must be tarped.
- Trucks must not exceed 60km/hour while travelling in the RM.
RV Storage Facility
- Application was received to Rezone land to Commercial for the purpose of opening an RV Storage Facility. An RV Storage Facility in a Commercial District requires a Discretionary Use Permit.

- Decision was made at the October 8th Regular Council Meeting to table all further decisions/discussions regarding this application until the RM Council is able to gather more information.
